The following sections compare the charter high schools and the traditional public comprehensive high schools by region.   Scores in bold denote the best performing school for each test.

Note: The IEP percentage overall for the PSD was 11.9% during 2001-02. All percentages for charter schools reflect only those students in grades 9 through 12. Percentages for Strawberry Mansion HS reflect all grades (eight-12).

The demographics for this region do not differ much between charter and traditional public schools. The FRL and racial composition of each school is relatively close. The three charters have significantly lower percentages of IEP students than the SDP non-charter public schools as a whole.

The drop-out rates are significantly lower at the charter schools (excluding YouthBuild which is a special program for 12 th graders only) than at the other high schools, except for Penn which is also low. TerraNova scores are consistently high at the charters while the PSSA scores, while mixed are generally higher at the charter schools. Note the outstanding grade 9 writing at Math, Civics and Sciences CS. Also Strawberry Mansion has much higher grade 11 math scores than the other high schools in the region.

The special education populations for these two charter schools are close to the SDP average (with Mariana Bracetti surpassing it). FRL percentages are high at all schools. Again, the racial demographics are not very different: each school has a majority of Hispanic students while Kensington is the only school with a sizeable minority of white students.

The drop-out rates are much lower for the charter than for the traditional public high schools. Both charters compare well with the other schools on the TerraNova while Community Academy generally surpasses the traditional public high schools on the PSSA.

This region contains just one charter high school (the largest in the City) and two traditional public high schools. The racial composition of the two traditional public high schools is very diverse while the charter school has a much higher percentage of white students. The FRL percentages are fairly close, as are the IEP percentages. Franklin Towne CHS actually has a higher IEP percentage than do the traditional public schools in Philadelphia.  

 

Franklin Towne's TerraNova scores are consistently higher than the other two high schools. The PSSA results are more mixed.   The charter schools scores higher than the two District schools in two tests and higher than one of the two District schools in the other two tests. The charter school's drop-out rate is much lower than for the traditional public high schools in the region.

Nueva Esperanza, with its focus on Hispanic culture, is heavily Hispanic, especially compared to Olney and Fels. Nueva also has a high percentage of FRL students. The IEP percentage of the charter school is fairly close to the SDP average. Nueva is a much smaller school than are the two traditional comprehensive high schools in the region.

The drop-out rates for these three schools are fairly close, as are the test scores on both the PSSA and the TerraNova.

MaST's student body contains a greater percentage of white students and a lower percentage of black and Asian students than the other two schools. The FRL percentages are very similar for the three schools. MaST's special education percentage is slightly below the SDP average. Again, the charter school's overall population is much smaller than the traditional public high schools.

Though all three schools have fairly low drop-out rates for the City as a whole, MaST's is the lowest. The charter school's score levels are consistently higher on both the PSSAs and the TerraNova.

This region's charters are predominantly African-American, as are the traditional public high schools in the region. All the charters have lower IEP percentages than the SDP average, though Imhotep's percentage is close. All three charter schools have higher percentages of FRL students than the traditional public high schools.

 

All three charters in this region report no drop-outs. There is considerable variation among both the charter schools and among the traditional public high schools. Multi-Cultural Academy's PSSA scores are similar to Roxborough's scores. On the TerraNova, Roxborough outperforms the other schools, while the remaining charters and traditional public schools are grouped fairly closely together.

Charter school test scores in this region are substantially higher than traditional public high schools for all categories of both the PSSA and the TerraNova.
