Program Summary: 
The Achieving Reunification Center (ARC), a non-profit entity, has served parent/caregivers with children placed in an out of home placement through Department of Human Services since 2005. The vision of the Achieving Reunification Center (ARC) is that all families with children in out-of-home placement have access to case management services, resources and supports to achieve timely family reunification.
Position Summary: 
The Ongoing Services Unit Supervisor (ISU) is responsible for the overall performance and management of the Ongoing Service Unit. The primary objective of the Ongoing Services Unit is to ensure P/C continued participation in ARC services. The Ongoing Services Unit Supervisor monitors and reports on the performance of the staff assigned to the Unit. In addition, the Ongoing Services Unit Supervisor is responsible for building relationships with the assigned DHS/ARC Liaisons, related Community Umbrella Agency (CUA) Social Worker staff, ARC on-site service providers and partner agencies to maintain program specific resource networks to effectively address P/C needs.
Key Duties & Responsibilities: 
  • Responsible for the direct supervision and evaluation of the day-to-day work of the Reunification Support Specialist (RSS) staff. 
  • Monitor RSS activity through bi-monthly supervision, ARC database tracking system and following work products – court reports, case narratives, P/C case files, and closing summaries.
  • Ensure standard practices across Ongoing Services Units in accordance with ARC operating procedures.
  • Ensure reporting staff comply with annual staff development plan including adherence to required staff training hours.
  • Work with DHS ARC Liaisons to respond to questions concerning approved and unapproved referrals.
  • Review and approve RSS recommendation to close P/C case.
  • Conduct periodic audits of P/C electronic and manual files to ensure completeness and accuracy.
  • Work with Data Entry staff to monitor the various stages of P/C enrollment status beginning with case transfer to Unit, case management meetings, referral to Outreach Unit (as needed) and case closure. 
  • Responsible for weekly data reports on status of P/C including RSS caseloads, P/C participation in case management meetings, P/C referral to Outreach Unit and P/C case closures.
  • Oversee P/C case transfer process from Intake Services Unit.
  • Work collaboratively with Program and Operations Manager to investigate, provide guidance and resolve any issues arising from P/Cs, onsite service providers, and/or partner agencies through the delivery of the ARC services.
  • Support ARC marketing, outreach, P/C engagement and retention strategies as needed.
Education, Knowledge, Skills & Abilities: 
  • Masters Degree in Social Work, Psychology, Human Services or related field required.  A combination of a Bachelor’s Degree with a concentration in Social Work, Psychology, Human Services or related field, substantial case management and supervisory experience will be considered.
  • A minimum of 5-6 years’ experience in the delivery of case management services for child welfare agency.
  • Knowledge of Philadelphia Department of Human Services and Community Umbrella agencies preferred.
  • Demonstrated ability to work independently and in a team environment.
  • Demonstrated ability to exercise professional judgment and initiative.
  • Strong written, analytical, organizational, presentation and problem solving skills.
  • Highly organized with ability to effectively manage time and respond to deadlines.
  • Excellent listening and communication skills.
  • Proficiency in Microsoft Office Suite.
  • Perform other duties as assigned.
